During the discussion it was stated that the Action Plan represents the Government´s view of the crucial problems of social and economic life of the country and ways of their settlement. The action Plan defines the strategic aim of the Government´s activity, namely, achievement of a new living standard, establishment of social, economic and democratic European standards.
However, the Committee members deem the Chapter "Fighting Corruption" rather unclear, with excess of general statements. It fails to introduce the mechanism of control and clear-cut responsibility for implementation of indicated tasks. Therefore, the declared points of anti-corruption initiatives may remain unrealized". The People´s Deputies deem necessary to define the priority of tasks, terms of their realization, responsible persons, and required amendments to the legislation.
The Action Plan fails to provide a clear-cut statement "concerning creation of an anti-corruption body (within the Government of with an independent status) that will permanently coordinate implementation of the indicated tasks and conduct of anti-corruption State policy, analyze and alter the way of their realization".
